Start with the sky: use a soft bristled brush to create dense gray clouds. Use gray watercolor or gouache, mixed lightly with white to add dimension. Next, color the edges of the clouds red: use red mixed with orange to simulate the glow from the sun. Smoothly transition from gray to royal blue. Sun: Paint a small circle of golden color at the edge of the clouds, making it more intense in the center and paler towards the edges. Mountains in the distance: Go with dark gray and a hint of blue to create the look of distant mountains. Mark the contours of industrial structures and buildings with thin lines using white paint or a thin pencil. Nearby Mountains: Use darker shades of gray to make them stand out against the distant mountains. Also add shadows of the clouds to show that they are closer. Outline industrial forms darker to show their outlines. Front exposed black mountains: use black paint for definition and definition of the lines. Leave small shiny dots or near the outline of the building to show that there is industry there, even if it is hard to see.
