The lack of resources and the apathy of the authorities contributed to the situation worsening, as the kidnappings continued unchecked.
It was only when Zork's party, a team of adventurers willing to investigate thoroughly, arrived in the suburbs and became involved in solving the mystery that attention was finally paid to the ignored victims and the truth behind the kidnappings was discovered. The bravery and determination of the group allowed justice to be done and peace to be restored in the suburbs and in the Tilo mausoleum, rescuing those who had been abandoned by the authorities and society.
